Prior to Katrina, many Orleans Parish students were performing below level. The evacuation and ensuing displacement only made academic achievement worse for many students. The goal of CATS is to ensure that at the very least our students are performing at level, and we will work arduously for them to excel above that goal. A proven strategy used by successful urban centers of education to accelerate student performance is extended learning time. Additional classroom time, derived from a longer school day and a longer school year, will help remediate our students and ensure that their performance is on level or above.
